A removable hard drive is the accepted solution for Classified Military programs where the classified data files must be removable. If you are in the misfortunate position of having a system with fixed hard drive that has become classified, please consult with your security personnel for guidance. Often in this case the only acceptable declassification is to remove the hard drive and destroy it physically.
